strange engine noise and smell of burning plastic. Engine is not turning over or starting.

First guess would be check the starter motor but Peugeot's do have really bad wiring so starter first then call an auto spark.

Get battery tested and alternator charging rate . An over charging alternator would " cook" battery and ruin it also giving acrid smell .
