Do you mean the engine is losing power on hills ?It's not clutch slipping ?

my car is surging back when driving up hill unable to get out of second gear car nearly stops

no clutch not slipping when i put foot on exselerater sometimes doesnt want to go then suddenley goes and then judders and then goes then judders again only up hill
