Peugeot 106 both dipped beam headlights not functioning

Dipped beam lights not functioning, main beam and sidelight are fine. Bulbs, fuses and wiring checked. Relays and column switch to be done but I need to drill out some rivets to get the fuse box out so as to access the relays. Also the steering wheel has to be removed to get access to the switch.

Checked the correct fuse box ?
