My handbrake is too stiff or tight which I can undo it.

Every time I come across this it's because some monkey has run up the cable adjusters.
So drums off shoes checked/replaced and adjusted then the cable free play set.
So basically a rear brake service needed.
around about two hours labour plus parts.
