Rev counter not going far

The problem of the car is that the spark plugs are getting wet of maybe oil or petrol.so the engen starts hardly or same times doesn't start at all . When it starts, it only allows you to drive maximum speed of 90km/h .the rev counter only rise up to 2.If you try to exceed that speed it's jumps out of from the gear back in Nutral..The car is a manual

Yes the sign is there and it had been there for almost a year now because people or some machanics had been failing to detect the cause it.

If the EML lamp is on then there is definitely a fault code stored in the cars computer.
It has to be accessed with a scanner to read it.
your getting nothing fixed without it being scanned.
Fine a better/real mechanic or go to the dealers and get it scanned.
