the engine wont go more than 3000 revs even with the accelerator pressed all the way to the floor

is it a manual if so does it have a clutch switch i came across a similar problem with a merc vito van once and the clutch switch stops it revving if it thinks the cluth is depressed

where would i look for the clutch switch

around the clutch pedal area and it will look like a brake light switch
