My vehicle start out with a low speed starting off especially in the heavy traffic. The engine alert light went on and an air filter was replaced afterwards, then it started raving itself after a start and could take off without adding fuel. movement was controlled by breaks.

This sounds dangerous.
This should be diagnosed with the correct scanner as it sounds like a throttlebody fault which inturn is controlled via sensors to an ecu.
A lot depends on who has been maintaining this vehicle and to what standard.
No warning lights should be lit when driving.
Get to a proper garage who have the correct equipment to check this out.

Clean / replace idle air control valve .CLEAN throttle body first if needed .
