Could be the starter is "frozen"
Try tapping it gently with a hammer while someone turns the key.
Oh and many times on Jap cars I've found connection faults in the battery clamps themselves.
Make sure they're super clean,
And I mean clean bright metal,
And make sure they're tight and can't be twisted round the posts.
Some clamps might look tight but they're not.
This happens so often I keep new terminal clamps in stock and just fit them.
As stated always on Japanese cars,
Mostly Nissans.
