1991 Mitsubishi Pajero glow plugs not working(wont start in the cold)

Since its starting to get cold out i havent been able to start my vehicle, ive replaced glow plugs, and relays, but still wont start. I checked to see if there was power getting to the glow plugs, but seems that there is any electricity getting to the glow plugs at all. Anyone know what the problem could be? Thanks!

have you checked the fuses

I have checked them, but for the bigger ones i dont know how to tell if there blown or not

am i right in thinking the larger fuses come as a long block?
If that's the case you can see if the fuse has blown

A couple of bits of wire and an indicator bulb,
make a circuit with the wire and bulb on the battery.
It glows.
now put a fuse in the circuit,
If the bulb blows it's good,
if not......
