I had my two front tyres changed yesterday on my Hyundai Santa Fe but they were replaced with smaller tyres than the rear. I am now having problems with the brakes (intermittent locking) would it be because the front tyres are smaller

Could well be. The front tyre`s are now a smaller circumference/profile than the rear, causing the sensors to get confused.
I`d take it back and get them to sort it.
