2000 Hyundai Accent brake pedal

Hi every now and again when i am out driving i will get this maybe 3 r 4 times during travelling. When i apply pressure to the brakes the brake pedal will sometimes shudder and vibrate and reduce braking distance but when i take foot of the pedal and reapply pressure, it seems fine until maybe another 5 min again when i brake. It seems to be fine when i brake when going over 40mph and only happens when braking within 30mph zones. Someone told me it was the ABS kicking in for some reason but no ABS light comes on when this occurs, anyone any ideas?

could be the ABS and the light might not come on as this only happens when the ECU sees a fault and in this case it is'nt seeing a fault.

Try cleaning the sensors and the reluctor wheels on each corner with some aerosol brake cleaner as it just might be some muck on the sensor causing a spurious signal.
