Engine Cooling fan won't turn off

2003 Ford Streetka 1.6 Luxury Cabriolet
Car: Ford Streetka
Year: 2003
Variant: 1.6 Luxury Cabriolet
Categories: Running Rough, Starting & Power Loss
For the past two months the fan in my engine hasn't been turning off first time. Discovered this when it totally drained the engine. It has been the a garage twice and they can't see anything wrong.

It is getting worse... most days it take 2-3 attempts to turn the fan off (restarting and turning off car).

Not sure if anyone has had a similar issue?

Also have a second issue with the car which i'll shortly post...
