2004 Ford Mondeo over reving

I have a problem with my Mondeo, every time I pull up at traffic lights & junctions my car my car rev up to 3000 rpm. I have already changed the idle control valve and the throttle body and the TPS. all pipe are clear of blockages I have run out of ideas.
