Could try this ,

Ford Mondeo III (2000 - 2007) - Seat belt warning ping.

Mon 24 Aug 2009 11:43 Seat belt warning ping. - kith
Here's the fix:
Turn the ignition on without starting the engine.
Wait until the seat belt warning light goes off.
Then the next 3 steps must be completed within 60 seconds.
Buckle then unbuckle the seat belt three times, ending with the belt unbuckled.
Turn the headlights ON then OFF.
Buckle then unbuckle the seat belt three times ending with it unbuckled again.
After this the seat belt warning light will be on for a couple of seconds, wait for it to go out.
Then, within seven seconds of the seat belt light going off, buckle then unbuckle the belt. This will disable the belt warning.
The seat belt warning light flashing four times per second for three seconds confirms that the belt warning is disabled.
Switching it back on again requires the same procedure.

double check the electrical connectors under the seat, pull them apart and check for damage to the pins and reconnect making sure they are tight, also check the wiring under the seat to make sure it is not getting trapped by the seat mechanism and make sure the wires are not damaged or chafed

Also try this ,

Mk4
Apply the parking brake.
Place the transmission selector lever in P (Park) - vehicles with automatic transmission or the neutral position - vehicles with manual transmission.
Turn the ignition switch to position 0.
Close all the vehicle doors from the inside of the vehicle.
Unbuckle the driver safety belt.
Then:

Turn the ignition switch to position II. (Do not start the engine).
The safety belt warning indicator will extinguish within 10 seconds.
The remaining steps must be completed within 60 seconds or the procedure must be repeated.
Buckle then unbuckle the safety belt nine times, ending with the safety belt unbuckled.
The safety belt warning indicator flashes three times to confirm the belt minder status change.
To activate the belt minder, repeat Steps 1 through 7.
After confirmation, the deactivation / activation procedure is complete.
