2004 Ford Mondeo over revving

When I pull up to a junction, and stop the car, the engine immediately revs to around 2.5 - 3000 revs before dropping back to idle. This occurs whether in gear or in neutral.
Any ideas please?

Idle air control valve / idle speed control valve

it could be the steping motor or idle control valve needs to be sorted as this could be dangerous !!!
