1998 Ford Mondeo abs warning light on all the time

with the ignition switched on but no engine running i have removed the fuse that powers the abs unit, no spark was seen in replacing the fuse, dont know ware to start...

Could be knackered sensor or many other possibilities . Really need to get it scanned to find cause .
