2003 Ford Mondeo the car is not stating. and central locking not working

I have a 2003 ford mondeo estate, after going in and out of the car a number of times my partner went out to it to start it and encountered problems.

The central locking system does not work but the immoboliser seems to be ok (turn on the ignition and the LED goes on for about 3 seconds and then goes out.)

when the key is turned to the second position the warning lights flash for about half a second and go out all except the air bag warning light

When the key is turned to the third position to crank the engine all the needles in the dials go to the end of their range and then slowly return, a single loud click can be heard from the engine bay about every 5 seconds.

I have checked the battery which is now flat (7.5V when I put a meter over it)

When I tried to jump start the car, the instruments needles did a similar thing but going all the way around to the wrong side of their end stops and the same noise came from the engine bay.

Any thoughts?

Either charge or replace battery .Instruments can do that due to low battery condition .
