Hazard warning lights will not switch off

1997 Ford Mondeo 2.0 16V Manual

Although the car seems to drive OK, the hazard warning lights are permanently 'on'. Switching them on and off makes no difference. Is this a warning that something else is wrong? The problem started a little while ago.
