2004 Ford Mondeo heater is only blowing cold not hot

fan working fine, water level is correct and the engine temp stays on 90 normal but heater blows cold

the heater control knob inside the car that alters the temp usually opens/closes a valve to allow hot water thru the system, this is often cable operated (not sure on the mondeo), so possible cable failure or the valve itself.
