2000 Ford Focus handrake doesnt grab

I hope someone will be able to advise me whether this is a job i could do myself and if so how otherwise how much will it cost to repair at a garage roughly.
Basically i parked up and pulled the handrake which clunked and is now not effective. i dont know if its the cable or anything or how to check but i want to learn so any help would be greatly appreciated.

If you are not experienced with cars , leave well alone and get a garage to repair fault , especially with brakes .
