1998 Ford Focus speedo drops...engine cuts!!!

MY speedo drops whilst driving and there's a massive drop in performance power. its fine whilst im moving but as soon as i begin to stop and put the clutch down i lose all power! Ive taken it to 2 separate garages who've run both electrical and engine diagnostics but as it never seems to happen when its in the garage they keep telling me my car is fine!

Usually symptoms of a failing vehicle speed sensor.
