2005 Ford Focus hand brake trouble

hi, had my car for a while now and all is well apart from my hand brake when im on flat surfaces and slight inclines my hand brake works when i go slightly steeper or turn wheels in car starts to roll... does anybody have any solutions?

adjust the rear brake shoes you will get a better brake pedal as well

Its got discs and pads on the back, if it only happens on mildy steep to steep inclines but not on other occasions could it be the pads not griping the disc enough?
