2001 Ford Focus heaters not working

Hi guys my heaters started playing up about 3 months ago they only worked on setting 4 then completely gave up so I checked for the fuse which I found was melted in the fuse box so replaced it but still kept blowing so then went on to change the resister still no joy do u think there is a problem with the fuse board because of melted fuse or shall I just change the fan and try the fuse again as I can't afford a complete fuse board replacement?

Could be fan goosed , remove and bench test .
