Lack of power

2003 Ford Focus 1.9 tdci estate
Car: Ford Focus
Year: 2003
Variant: 1.9 tdci estate
Categories: Running Rough, Starting & Power Loss
i have a lack of power until the revs get to about 3000 - 4000 rpm. There are no warning lights on the dash but the fan comes on as soon as you start up, hot or not?.

ive checked the egr valve which seems to be fine but when you disconnect the airflow meter connections there is no difference in engine tone or revs.

Usually on that year of Focus there are coolant fan resistors on the radiator cowling that cause problems .
