It.s a double filament bulb .

I replaced old bulb with double filament type but still only working as brake light

Have you got the bulb fitted correctly and not reversed.They normally are 380 off set pin hulbs but can be fitted wrongly .If not that may be bulb holder , check contacts.

focus bulb holders fail inside the holder renew the unit and it will work i work for a ford dealer ps use a ford part the last longer abd not much more than a copy
