2001 Ford Focus handling issue

this is for my dads 51 plate focus 1.6 zetec saloon. he says there is a slight vibration within the vehicle from about 60mph and above and the car feels as if it is wandering. the car has new tyres and all are balanced, tracking done on all 4. a garage changed both front bearings and 1 flange/stub axle but made no difference. rear bushes were replaced on cross member 6 months ago. to try and explain it, he feels like the front is lifting resulting in vague feeling through the stearing. any ideas???????

try a diagonal wheel swap and see if you have any difference wheel balancing could still be an issue if not done by someone with the correct training and exsperiance garages these days seem happy letting any young lad put it on a machine and bang on a great big weight
