2000 Ford Fiesta stiff hand brake

Hi, the hand brake on my Fiesta has suddenly gone very stiff and doesn't pull up very far. Also, when reversing, it feels as though the car is biting back and it takes quite a bit of gas to get it to start reversing. Going forward is fine except I can hear a noise, almost like something is repeatedly catching on something underneath the car. Any ideas anyone??

Would advise you get it checked ASAP .If something jamming up inside brake drum , could damage wheel cyl . resulting in losing brake fluid / brake efficency .Could also be h/brake cable seized , which will result in brakes over heating .Other possible causes , but don't delay in getting it checked out .
