1999 Ford Fiesta hazard warning lights not working correctly

My hazard warning lights are only working on one side but my direction indicator lights are working OK. I suspect it is a relay but I cannot find out where the hazard warning lights relay is situated, thanks for any help. Dan in Port Glasgow.

Almost sure that on some Fiestas, the flasher unit is under steering wheel cowl , but not 100% sure.
