Heater not very warm

it used to be hot then got cooler and cooler,replaced thermostat,replaced heater control valve,gets a bit warm but not hot,the higher i turn the fan up the colder it gets

If thermostat o.k and heater valve operating , check how warm hoses going in to matrix are .Try flushing the matrix and bleeding system .
