Overheating

my car keeps overheating wnhen going up hill, i have so far been to 4 mechanics who have checked the emmissions oil and water all ok, any ideas why it is doing this?

remove thermostate, replace and drill a 3 mm hole into new part on the silver rim should resolve it! but further info would help eg water loss??
