Speedo starting at 30mph

Just before Christmas our Ford Fiesta's speedo started on just below 10mph rather than zero. It moves up and down with the change of speed. I did the gauage test and now it starts at around 30mph instead of zero. I did call our usual garage and he said something about a new dashboard but wanted to get a few more opinions before I commit to taking it in. We have another car so it's not urgent but did want to sell it this year so want it up and running smoothly.

It does sound like faulty instrument panel.

If not instrument cluster , would be worthwhile checking speed sensor and wiring .
