Dip - Dim Relay - how to get to?

1989 Ford Escort Mk 4
Car: Ford Escort
Year: 1989
Variant: Mk 4
Categories: Leaks & Noises
My dipped headlamps do not work. Headlamp Relay is ok and I now suspect the Dim/Dip Relay.

I believe this is located under the instrument panel - but how do I actually get to it??

Hi there just to say this is a common problem on mk4's load's have had same problem as it's been said the 2 relay's at the back of fuse box melt
got mine 2 come on by wiggling relay's clicking is sign that it's getting power so either naffed relay's or problem with fuse boxalso have you swapped the light switch ?
took mine to leecy's and they moved relay out of fuse box........
lights now work no more half beam or getting out to play with relay's........
