1998 Ford Escort back brakes

started my car this morning no problem, let down handbrake went to move off car would not move. the back wheels are locked.i ve taken cover off handbrake inside car and that is releasing fine. i can see the cable moving when i let the handbrake down.

all i would say is strip the rear brakes down clean them up and put the brakes back together in reverse order also make sure the cable is returning all the way if it isnt then you may need a new cable as could be frayed inside its protective sleeve but see how you go first after the strip down

Take wheels off rear and hit drum with hammer to free off, Face of drum not sides.
You have prob just got moisture in there from the bad weather causing them to stick. Wil prob be ok after that.
