1999 Fiat Ulysse car won't start

Fault: Amber "Self Diagnosis" light appeared on dash(ignition/fuel feed supply problem)
Car stalled twice, on 3rd re-start, engine just turns with a clicking sound, but not starting, and that amber light appears on the dash. Has been towed to 3 auto electrician's, and now with Fiat agents, and they still cannot solve it.
Car will not start. I am told it has no spark and no injection.
Have replaced Fuel pump relay which was faulty. New RPM sensor fitted, but made no difference. Have had coil pack tested, no problem there. Fiat "Examiner" computer picks up no fault. Wiring diagram obtained, all electrical lines followed, no faults picked up. Previous work on ECU where water damaged part was bypassed. Current auto electrician says ECU box working fine. Any suggestions, what else to test, to rule out, why my Fiat Ulysse won't start?

is the ecu unlocking? does vehicle have a double relay that supplies ecu?

i have changed everythin on it the ecu has a plug and a relay ecu been tested and is working what else can it be
