Loss of power

2003 Fiat Ulysse 2.2 turbo deisel

Timing belt broke at 80mph on motorway. Had garage rebuild engine. Garage has had vehicle 11 weeks now and can not figure out why it has lost about 50% of its power. Timing is spot on, turbo is working and they have even tried to fix by changing CAT. Car fills with exuast fumes when test driving.
PLEASE HELP!!!!!!!

have they replaced/reconnected the air flow meter?

are all vacuum pipes correct. all air hoses correctly routed. re check cam timing...were the con-rods checked when the head was off... did all pistons measure correctly

Airflow meter and EGR valve replaced. Timing rechecked. No more exhaust fumes but still no power. 5 different garages and no one can get to the bottom of it.
