Car turned for millisecond then went dead. Will not turn or make a noise. Battery fine all electrics and lights working. Dashboard says 'Economy Mode Activated'
Recovery man 'suggested' starter motor needs replacing.
But to confirm with mechanic before proceeding!!!!

Did he try a jump start ?

as above if it starts check battery and charge rate if not make sure cam belt not jumped and locked engine if ok get engine body earth leads checked and starter motor
