2004 Fiat Stilo engine is surging no warning lights on

when driving the car feels like it is surging as if someone keeps gently touching the brakes. mostly slow to medium speed even when on the daily 1 hour motorway commute. struggles terribly on hills or long slopes. no warning indications on computer or warning lights. oil & water ok new plugs recently but the car is severely lacking any real power.have treated with petrol injector treatment in full tanks but litle improvement
any clue would help please
