2010 Fiat Panda why is my fiat slow when changing gears up ? it really labours to pick up speed

If it's not an engine fault it could be clutch slip which usually gives high revs and little response . Otherwise you need to check basic service items like plugs , plug leads / pencil coils ( whatever fitted on that year )
