2004 Daewoo Matiz fan heater and rear screen heater not working

TH internal fan heater is only intermittently working, but it does work occasionally.
When the fan heater if not functioning ( blowing any air at all ) the rear screen heater also does not work.
I have checked the fuses and relays and all seem ok.
Any ideas

Maybe a connection issue if fuses are okay,certainly an unusual fault,maybe job for an auto electrician.
