2003 Citroen Xsara interior fan motor wont work properly

Hi, my fan for the heater will only work flat out if the switch is 'flat out'or on maximum output when I start the car, If i turn the fan off or move it from the max position , it wont work again until i switch the engine off and on again.
The motor is obviously fine, but now winter is coming I could do with the variable setting working as having it fully on or not working at all is a real pain.
Someone told me of a electrical 'ballast' unit for the variable side of the fan, but I dont know where this is or how to check it.

Almost sure on that car you get access to resistor / heater box by going through glovebox .
