2000 Citroen Xsara stop warning light on instrument panel flashing

The STOP warning light flashes when aircon is on and fan is directed to windscreen. Stops flashing if aircon turned off. A diagnostic cannot determine the problem, but a suggestion was the cooling fans not working, but these can be seen to be working. Water temp sensor changed. No overheating probs generally, but temp gauge does start creeping up in traffic jams etc. Any ideas?
