1999 Citroen Xsara engine not stopping

I am posting this for a neighbour who doesn't use computer.
He is very experienced car repair so he knows it is not due to carbon build up.
Fuel continues to be pumped even with the key off, has removed wire at key cylinder.
Suspects a crossed wire!! Engine stops when he removes a multi pinned plug from an electronic box,
He's stumped.
