1998 Citroen Xsara wont start when cold

will not start when cold, plenty of battery power and engine turns over well but takes a good 10 mins to get started,once started you start n stop it all day,but leave for an hour or so and it wont start again,once started it runs & drives well with no smoke,i have ckecked the glow plugs with test meter and still have power at plugs so its not my fuses on relay,..what should i check now as this my first diesel car and not sure where to go from here,,

Possible air in fuel system, I had a friend with a xsara with the same fault. It turned out to be the injector seals allowing the fuel to run back.
