2003 Citroen Xsara Picasso keys dont work manually

My key only operates the locks remotely and I carry a spare battery just in case. The spare key is manual only, it does'nt work either. A neighbour has the same car and the same problem. Any ideas if this is a simple fix or what?

it could be that for years only remote used the manual lock tends to seize and rust try spraying wd40 into lock once working again put oil into lock to keep it working engine oil best
