Central locking and interior lights clock not working unless key turned on

hi, the central locking, interior lights clock will not work on this car unless i turn on the ignition, it seems as if the car is dead untill i put key in and turn it?
Has anyone got any ideas, the car works fine when ignition is turned and it all seems fine but can't lock doors unless sat in car and use lock button on dash, also when i turn the key off and go bsck to car the clock has always reset to 12:00 i have tried the battery removal ans reset but had no joy, could there be a relay or fuse in engine gone? as all inside car seem fine

shunt fuse may have blown. check interior fuse box its the larger grey/green one that can be fitted in two positions.
