2009 Citroen Xsara Picasso water entering passenger footwell around the bonnet release lever

Variant: 1.6 exclusive
I have water getting into the passenger footwell around the bonnet catch lever, it only happens when it rains. I have had a new windscreen fitted, removed and replaced assured no leaks around it. The drains under the windscreen scuttle are clear.

Is the grommet for the cable through bulkhead sitting in correctly

The bulkhead water drains under the wheel arch liners which are a common source of blockage and water build up .

I've had the wheel arch liner out the sound proofing was wet but I couldn't see any obvious blockages.

There's no sunroof, where would the aircon drain be? And it only happens when it's raining.
