2004 Citroen Xsara Picasso no side lights front or rear------ fog lights on constant

Hi all, I've just bought a 2004 picasso, I've noticed rear fog lights on all the time even with keys outa car..... Also I have no side lights front or rear............I have tested all bulbs and fuses are fine......is it possible it could be the control stock at steering wheel which has all controls on it ....... Thanks in advance bill

it sounds like a wiring problem maybe caused by water ingress into a connector or ecu.
