2000 Citroen Xsara Picasso heating/aircon/cig lighter not working.

Im hoping someone can help with this. My heating/aircon and cig lighter are all completely dead. The rear de-mist is working fine. Im sure all 3 are on the same relay but i cant find it. The fuses are fine and the relay is the only thing i can think of short of the individual parts.
can anyone suggest possible fixes without spending too much?

Are there not two fuse boxes on that car ? Have you checked both ? Would doubt that lighter and aircon were on same circuit but could be wrong .

Will be different fuses especially for cigar lighter circuit,as suggested.
