2003 Citroen Xsara Picasso car won't start/turn; mixed electrics broken

Hi,
My car has worked just fine for 10 years, but this morning would not start at all. Engine won't turn, nothing.
Thought it might be battery, but various electrics were working (e.g. interior lights; radio; full beam lights).
However, still tried to jump start with leads to a working car, but that didn't work.
Still no response when I turn the ignition.
ELectrics that DO work include:
interior lights; full beam (but not dipped beam); hazard lights (but not indicators); rear lights (but not reverse light); radio (not any more, as economy mode is active); central locking; the warning sounds when lights are on or keys left in ignition.
Any ideas?? I've checked ALL the fuses. Completely confused!

economy mode is on because battery is low on charge forget jump starting charge your battery fully re- connect and leave for a while then try and start car let us know what happens

In these if i's electrical pretty much EVERYTHING runs through a control module called the body systems interface.
and I do mean everything.
Oh,endless fun,for me that is,first time sitting in the passengers seat with my laptopamabob on my knees operating the horn,wipers,indicators............you name it.
But in order to acess the BSI you need Citroen dedicated software,or top level diagnostics.
then we can run a test on the system called a Global scan.
It will show up any faults,or show the BSI is buggered.
Your not going to get anywhere without this scan,sorry it's dealer time,or the expensive diagnostic guys.
