Rear wiper staying on whilst in motion

I tryed getting water to come out of the rear wiper but nothing came out and now the rear wiper stays on constantly whilst driving. theres is the off position then the on position and then the position i turn to get water now the off position seems to have gone. i have only got on option and water option. any ideas of what could be wrong????
